| This Armenian teacher exchange program is administered by American Councils, and sponsored by the Bureau of Educational and Cultural Affairs of the United States Department of State. Founded in 1974 as a professional organization of
university and secondary school instructors and specialists, the American Council of
Teachers of Russian (ACTR) has worked to advance research, training, and materials
development in the fields of Beginning in the mid-1980's and coinciding with the gradual opening of Soviet society, the ACTR board established the American Council for Collaboration in Education and Language Study (ACCELS), which has come to play a leading role among all U.S. organizations in the administration of U.S. government-funded, in-bound exchange programs for high school, university, and graduate students; faculty; and research scholars from the NIS, who are recruited, placed, supported, and monitored in full-time, credit-bearing, or degree-related study at accredited U.S. institutions. ACCELS also sponsors U.S. students, teachers, and scholars who pursue research, language training, or academic study outside of Russia, in the NIS, or countries of central and eastern Europe. During the 1998-1999 academic year, American Councils coordinated the exchanges of approximately 1500 high school students, more than 400 undergraduate students, 400 graduate students, and 100 teachers with the countries of the former Soviet Union.
